繼二○二二年八月份發電郵通知 貴會有關「第三方物流服務供應商資助先導計劃」(先導計劃)第六次管理委員會會議的進度事宜,本處現為 貴會提供先導計劃的最新消息。

鑑於引入物流科技需支付前期龐大的投資費用,近日有業界建議先導計劃可考慮提高政府資助比例,以舒緩中小型企業在引入物流科技時面對的財政和現金流壓力。有見及此,先導計劃管理委員會(委員會)於二○二二年十二月十四日舉行的第七次會議上通過將資助比例提高至二比一,即政府最多資助項目總核准開支的三分之二,而申請企業須以現金形式承擔不少於該項目總核准開支的三分之一。上述優化措施將適用於二○二三年一月一日或之後所收到的申請。有關詳情請參閱先導計劃專屬網頁(tplsp.hkpc.org)上的最新申請指引及申請表格。

另外,委員會亦於二○二二年十二月十四日舉行的第七次會議上通過資助共13個新項目,涉及批出款項約港幣500萬元。有關項目包括物流服務供應商應用科技的項目,以及為設立管制空運貨物安檢設施而購買的X 光檢查設備及/或爆炸物痕量探測(ETD)設備。截至二○二二年十二月十四日,委員會於七次會議共通過資助173個項目,涉及款項約港幣1億300萬元。

先導計劃推出一年以來,促使業界應用物流科技已經成為我們的首要任務。我們已開展了一系列推廣活動,包括於二○二二年十一月廿八至廿九日成功舉行、反應熱烈的「物流科技博覽2022」。活動提供了約33個公營機構及物流科技公司的攤位,亦邀請了約22個行業商會、公營機構及物流科技公司的代表主講 7 場以不同物流科技為題的研討會和導賞團,以展示最新的物流科技方案。現場反應相當踴躍,當日的相片及錄影稍後亦會上載到先導計劃的專屬網頁。我們會繼續與業界保持溝通,促進物流業更有效地運用政府資助和物流科技,期望將來與 貴會更緊密的合作,以進一步推動業界的發展。

Further to the email sent to you in August 2022 on the developments of the Pilot Subsidy Scheme for Third-party Logistics Service Providers (Pilot Scheme), we would like to provide you the latest updates on the Pilot Scheme.

The Management Committee (MC) of the Pilot Scheme received feedbacks from industry members that raising Government’s funding ratio would considerably relieve applicant enterprises’ cash flow situation and alleviate their financial pressure from the upfront investment required during the adoption of logistics technology.  In addressing the trade’s concern, the MC discussed and decided at its seventh meeting held on 14 December 2022 that subsidy for applications received on or after 1 January 2023 will be provided on a 2:1 matching basis, i.e. the Government will cover a maximum of two-thirds of the total approved project cost and the applicant enterprise has to contribute no less than one-third of the total approved project cost in its own cash.  For details, please refer to the updated guidelines and application form available on the Pilot Scheme’s dedicated website (tplsp.hkpc.org).

The Management Committee (MC) approved at its seventh meeting on 14 December 2022 a total of 13 new projects, with the approved funding amounting to around HK$5 million.  They included projects on application of technology as well as purchase of X-ray machines and / or Explosive Trace Detection (ETD) equipment for setting up Regulated Air Cargo Screening Facilities (RACSFs) by logistics service providers.  As at December 14, 2022, the MC approved a total of 173 projects, with the total amount of approved funding around HK$103 million.

Since the implementation of the Pilot Scheme, one of our main focuses has on promoting logistics technology application in the industry.  We have embarked on a series of promotion activities, the recent one being the “LOGTECH Expo 2022” which was successfully held on 28 to 29 November 2022.  The event showcased logistics technology solutions with around 33 exhibition booths supported by public organisations and technology solution providers.  Seven showcases and guided tours featuring different logistics technologies were held with mostly full-house attendance supported by around 22 trade associations and chambers, public organisations and technology solution providers.  The snapshot and video of the event will soon be available at the Pilot Scheme’s website for reference.

Following the event, we will continue reaching out to partners of the industry to further promote the government funding and application of logistics technology solutions. We look forward to more cooperation with you for the continuous development of the industry.
