Enhancing Hong Kong’s Connectivity with Mainland China and International Shipping and Logistics

(Hong Kong, October 8, 2025) Hong Kong 2025 Policy Address was released on September 18, 2025, Hong Kong Logistics Association (HKLA) warmly welcomes the various policy measures proposed by our Chief Executive Mr. John Lee to develop new multimodal transportation, and to promote the comprehensive development of shipping and high value-added logistics in Hong Kong. These initiatives aim to consolidate Hong Kong’s position as an international shipping hub and respond to global concerns regarding green and sustainable development.

HKLA highly commends the government’s proposal to establish a “Rail-Sea-Land-River” intermodal transportation system, providing access to the Mainland. By promoting a multimodal transportation model, Hong Kong will further strengthen its role as a gateway to international markets.

Furthermore, the government’s plan to establish “Partner Ports” relationships with strategically significant Mainland and “Belt and Road” regions. The Hong Kong Maritime Week in November 2025 will lay the foundation for the establishment of a green and digital shipping corridor. HKLA anticipates that these measures will facilitate synergies between Hong Kong, Mainland, and other international ports enhancing the connectivity of logistics networks.

Ir. Elsa Yuen, HKLA President, stated: “Environmental, Social, and Governance (ESG) are increasingly important in the future business environment and HKLA seriously takes ESG application on board as a Rating Agent.

Additionally, HKLA welcomes the Air Transhipment Cargo Exemption Scheme, amendments to the Merchant Shipping (Registration) Ordinance, in particular, to complete the construction of the Port Community System by the end of 2025 and launch it in January 2026. The Association believes that this system will significantly enhance the efficiency and transparency of Hong Kong’s logistics industry, helping to establish Hong Kong as a leading digital port worldwide.
